Hydraulics, Hydrology and Drainage/Flood Control

A major issue with communities in Louisiana - and particularly south Louisiana - is adequate drainage capabilities following significant rainfall and flooding.  Because of PEC’s large municipal client base, the firm has addressed an array of drainage problems. From minor road side ditch culvert traffic challenges to major drainage basin improvement strategies, PEC has designed and implemented drainage plans and improvements that are tailored to meet the financial capabilities of the community.   PEC’s engineers plan work in a phased, financially “doable” approach that efficiently and effectively solves drainage and flooding control problems one project at a time.

The PEC Drainage and Flood Control team have recent and extensive drainage planning, design, and construction experience. We have experience in all aspects drainage planning including:

  • Topographic and field surveying
  • Hydraulic Modeling utilizing a wide array of software capable of evaluating 5, 10, 25, 50, and 100 years storms
  • Drainage basin, watershed and runoff definition and flood evaluation with related mapping and water surface elevation
  • Proposed drainage improvement preparation to meet proposed water surface elevations
  • Construction cost estimate preparation, improvement prioritization, schedule planning and environmental  and implementation concern resolution
  • GIS and CADD drawing preparation for integration and compatibility with existing programs and systems

PEC has conducted over 30 Flood Hazard Evaluations as well as FEMA Flood Insurance, bridge, and associated drainage basin hydraulic studies. These hydraulic assessments and studies are all relevant components of a Drainage Master Plan.

The PEC team is experienced in using the latest software for drainage infrastructure design including AutoCAD, ESRI, HEC HMS, HEC RAS, Hydrocad, Intelisolve, VISSIM,  CORSIM, HEC–I, HEC-II, USGS WISPRO, all LA DOTD hydraulic and hydrologic programs.

PEC has been involved in the preparation of over 40 Drainage Master Plans and drainage basin planning assessments including numerous Flood Hazard Elevation Studies, FEMA Flood Insurance Studies, LA DOTD bridge hydraulic studies, and  large tract airport drainage assessments for LA DOTD Office of Highways and many parish and local governments throughout southern Louisiana.  These projects entailed all elements of various drainage work projects including environmental assessments and permitting, complete topographic and right-of-way surveys, hydraulic studies, utility relocations and upgrades, and preliminary and final design and plans.

Each of PEC’s Drainage Project Managers holds over 20 years experience in use of the varied hydraulic programs utilized for the infrastructure design of road and highway drainage projects and site planning.  Drainage projects are routinely designed in-house for PEC’s State, Parish and local community clients.

Projects range in scope of work from field reconnaissance, topographic surveying, and hydrologic analysis to preliminary engineering and final design of plans and specifications.
