The City’s existing water treatment facility was in need of a complete retrofit to ensure the quality of water would continue to meet the highest standards for the community.  PEC was retained to provide the preliminary and final engineering of the proposed improvements.  The firm performed an investigation of alternatives to determine the least cost approach to upgrade the existing facilities.   A complete refurbishing of the existing 2 mgd lime softening plant as well as new filters, air wash, backwash pumps, new clarifier and sludge pump, new chemical feed pumps and appurtenances was required to bring the facility up to the highest industry standards for a surface water treatment facility.

PEC performed a preliminary engineering investigation of the proposed water system to determine  the improvements that would be required. The firm identified the need for storage and distribution at strategic  locations throughout the Parish and their respective  estimated costs of construction of the facilities.  The firm also assisted the Parish in the financing of the project by obtaining a RUS loan for  undertaking of the design and construction of the facilities.

Phase II – Project included two 100,000 gallon elevated water tanks, 400 gpm water well, water distribution system and water services to Lottie, Blanks, and Labarre.

Phase III – Project included the design of a new 200,000 gallon elevated water tank, 750 gpm water well, 12” water mains and new services in the Labarre area where no water service existed.

Phase IV – Project includes the design of a 150,000 gallon elevated water storage tank, 400 gpm water well, 3” thru 6” water main distribution system in the Torbert and Frisco communities.

Project Name:   Weeks Island DOE Water Line
Project Location Iberia Parish, LA

PEC was retained by the Lydia Water Corporation to design and administer construction of a 5 mile long, 6-inch water main to service a DOE salt dome petroleum storage site on Week’s Island adjacent to Week’s Bay in Iberia Parish.  The firm was responsible for coordinating all environmental,  topographic and hydrographic surveying and related geotechnical investigations necessary for the water main’s design and construction.  The line was constructed from the Lydia water treatment plant and laid in the ROW along State highway in adjacent marsh terrain till it entry into the DOE Petroleum Salt dome storage site. The pipeline crossed numerous bayou’s and canals. The pipeline was polyethylene, was laid in a submerged trench, and was weighed appropriately to counter buoyancy of the water environment.  The water main was designed to avoid various utilities, pipelines and construction obstacles.  The firm was responsible for coordination with multiple agencies and DOE officials and was also responsible for obtaining all coastal permits, COE, DHH, and LA DEQ and La DOTD clearances and related permitting.
